A 45 ha area-based development under the Smart Cities Mission in Surat's Athwa zone, integrating sensor-based traffic management, district cooling, a multimodal mobility hub, and a heritage park along the Tapi riverfront.
Surat's Smart City ABD (Area-Based Development) covers the Athwa zone, historically the city's most flood-vulnerable neighbourhood following the 2006 inundation. The plan uses the Smart Cities Mission framework to layer digital infrastructure onto a comprehensive flood-resilience upgrade: all major roads are being raised 1.2 m and underground stormwater drains are being replaced with a sensor-monitored green-grey hybrid drainage system.
At the mobility layer, a new multimodal hub adjacent to the Surat railway station integrates Surat BRTS, autorickshaws, and the emerging city e-bus network under a single roof, coordinated by a real-time passenger information system. The hub's 2,400 sqm rooftop carries 600 kWp of solar panels, supplying the entire terminal's daytime load.

Phase 1 (mobility hub and ICT backbone) was completed in March 2023. Phase 2 (riverfront park, district cooling, road upgrades) is 70% complete. Full commissioning is expected by December 2024.
